The Qinhuangdao Economic & Technological Development Zone (QETDZ) is divided into two parts, the Eastern Zone and Western Zone, approved in October 1984. The developed area covers 8 square kilometers. QETDZ West, situated in the west of Qinhuangdao urban area, is strategically located between Northeast China and North China, only 1.5 kilometers from the Port of Qinhuangdao. QETDZ East, along the southeast coast, borders Liaoning province to the east and the Great Wall to the west.

Qinhuangdao has a warm temperate continental monsoon climate with mild winters and cool summers. The transportation infrastructure is robust, with converging railroads, highways, and an airport in close proximity.

The region possesses over 40 types of proven minerals, and as an energy export terminal and a base for the building material industry, it is also a popular tourist destination. The area boasts a variety of well-known scenic spots, including Beidaihe Beach, Shanhaiguan, and Old Dragon Head.

With a wealth of human resources, Qinhuangdao City has eight universities and colleges, 16 secondary technical schools, and 15 vocational schools, contributing to a pool of 120,000 professionals and skilled workers. The industrial structure is concentrated on metallurgy, machinery, electronics, textiles, refined chemicals, building materials, and garments.

QETDZ West focuses on high-tech industries, while QETDZ East prioritizes comprehensive port industry, trading, logistics, and tourism. The development zone, one of the first State-level zones in Hebei province, serves as a bridge between North and Northeast China.

In 2017, the zone's GDP reached 28 billion yuan ($4 billion), accounting for 18.6% of the entire city. It has been recognized for its creative development, excellent investment environment, and promising prospects. In 2023, the Qinhuangdao Development Zone aims to become an international first-class tourist city with a focus on high-quality industrial development, technological innovation, and environmental sustainability. The vision includes creating an upgraded version of the development zone in the new era, characterized by innovation-driven growth, industrial agglomeration, a beautiful environment, open-led initiatives, and efficient management.
